A 1. Sir P Nairne's letter to me of 29 October, seeking guidance on

arrangements to be made at the conclusion of the Monitoring Team's

assignment in Hong Kong.

RECOMMENDATION

I recommend that I reply in the terms of the attached draft

telegram.

Sir P Nairne seeks guidance on a number of points:

i) the timing of the despatch to London of the Monitoring

Team's report;

ii) the timing of his own return

return to London. Sir P Nairne

proposes to be in London not later than Thursday 29 November, on the assumption that Ministers may wish to have him on the spot immediately before publication of the reports in case

there are matters to be clarified;

iii) the whereabouts of the other Monitor, Mr Justice Li, at

the time when the reports are published;

iv) the line to be taken with the press after publication of
