1.

Mr Luce has seen your submission of 2 November. He fully agrees that Sir P Nairne should be in London to see him and

others before publication of the

Monitoring Team's report.

2. Mr Luce remains somewhat concerned about the likely gap between publication and the debate in the House. He has commented that Parliament is very sensitive about these matters and that we should ensure a reasonable interval between the two. He would be grateful to know the date on which the debate is expected to take place.

3. Finally, Mr Luce would like to know the form in which we should announce the White Paper, ie should it include the parliamentary statement? If you think we can publish earlier so much the better. If you would like a word with the Minister about this there may be an opportunity tomorrow morning.
