From our discussions with Sir P Nairne, it is fairly clear that what he has in mind is that the Monitors' report should, perhaps in its introduction or prefatory remarks, express approbation of the thoroughness with which the assessment was carried out, and the suitability of the method chosen in the circumstances of Hong Kong, assuming of course that the monitors feel they can honestly do this. Clearly,

Clearly, if the Monitors were able to do this it would be helpful. However Sir P Nairne realises that it is not part of his Terms of Reference to produce conclusions on this, and that any such remarks in the report would be of an obiter dictum nature.

We have made a booking for Sir P Nairne to fly to Hong Kong 19 on Tuesday 25 September, arriving 15.40 on 26 September on BA 3.
