I attach a draft reply to the Hong Kong telegram that set out the proposed procedure for the Assessment Unit. My only reason for submitting it is that it offers a view in paragraph 3 that for the Monitors to make positive noises about the form of the Test of Acceptability and its appropriateness in Hong Kong would be useful. This is the line which I took with Sir P Nairne. I am not quite clear from the record of his call whether the Secretary of State endorsed this in speaking to him, and wish to be sure that the telegram does not conflict with the Secretary of State's views.
