Dear Sir Patch,
I have had a word in the right quarters about your request for copies of the documents you saw last Wednesday, and I am afraid we have reluctantly concluded that we cannot let you have them. I am sorry that I cannot be more forthcoming, but I think that you will understand the reasons. However I shall keep the documents readily available in case you wish to consult them again before you leave for Hong Kong. I shall also ensure that Richard Margolis, the Deputy Political Adviser in Hong Kong, has copies so that you may refresh your memory at any time you wish once you are in Hong Kong.
