We spoke on the telephone, and I agreed to provide a draft letter which you might send to the Treasury, seeking approval of the fees which we propose should be paid to the Monitors of the Test of Acceptability. This is attached. You explained that we do not need to seek Treasury agreement to any of the other items of proposed expenditure. I should be grateful for your confirmation, and that of other recipients of this minute, that the other expenditure listed in Mr Galsworthy's submission of 3 August can be authorised. Mr Galsworthy's minute of 14 August is also relevant.
2. I spoke to Mr Marshall in Finance Department about the wording which he would like to include in your letter in order to put on record a general point about cash limits and their adjustment. The last paragraph of the draft reproduces the wording which he dictated on the telephone: but it would be most helpful if he could confirm directly to you by telephone that he is content.
