To decide how much of the evidence submitted to the Assessment
Office should be published together with the Assessment Office
report.
RECOMMENDATION
2.
I recommend that we should publish only the report as a White
Paper, but should lay bound copies of the evidence submitted by
organisations in the Libraries of the House of Commons and the House
of Lords. I submit a a draft telegram to Hong Kong.

3. The collection of opinion by the Assessment Office is nearly
complete. The response in Hong Kong to the invitation to comment
