FUTURE OF HONG KONG: TEST OF ACCEPTABILITY: ADMINISTRATION

1. At an early stage in Sir P Nairne's briefing I showed him two of the early papers prepared here on the test of acceptability. Although it may not be evident from the papers themselves they were in fact the basis of the OD(K) papers on this subject. He subsequently rather embarrassed me by asking for copies of them. For obvious reasons I declined, but I promised to send you copies so that he could if he wished refresh his memory in your office. I enclose copies. I should be most grateful if you would keep them in your safe and let Sir P Nairne read them if he wishes. At the end of the assessment period they should be destroyed.
