the Assessment Office and the Monitoring Team
The Secretary of State was grateful for your minute of 1 November. He accepts your recommendation and agrees that we shall need to work very fast to have the reports laid before Parliament once they are received from Hong Kong. On your paragraph 6, he considers that it will be necessary to include an explanatory note on the first inside page making clear that the two documents are entirely separate.
