Assessment Office

Purpose
The purpose of this circular is to announce the establishment of the Assessment Office (REA) and to outline its functions and responsibilities.

The Assessment Office has been set up under the authority of the Governor of Hong Kong and is separate from the ordinary machinery of the Government. It is headed by the Commissioner, Assessment Office (REA) who will report directly to the Governor. terms of reference are reproduced at Appendix I.

The Assessment Office is responsible for receiving and analysing views expressed by the public of Hong Kong on the draft agreement between the Government of the People's Republic of China and Her Majesty's Government on the arrangements for the future of Hong Kong. The Assess- ment Office is required to submit to the Governor a report on all views expressed on the draft agreement and an overall assessment of the extent of acceptance by the people of Hong Kong of the draft agreement. objective is to provide Her Majesty's Government and Parliament with an accurate analysis and assessment of opinion in Hong Kong on the draft agreement.

The Role and General Working Procedures of the Assessment Office

The job of the Assessment Office is to receive views expressed in writing either directly to the office, or indirectly through representa- tive organisations or other existing consultative channels, and the media in Hong Kong. The office will adopt a passive role in the collection of public opinion and it must be emphasized that it will not be the res- ponsibility of the Assessment Office to publish, publicise or explain the draft agreement. Such work will be undertaken by the Government when the draft agreement is announced.
