1. As agreed I submit the telegram which we sent to Hong Kong last night about the fate of papers submitted to the Assessment Unit. I am sure that there is no need for the vast mass of submissions sent to the Assessment Office, almost all of which are in Chinese, to be sent to London. I hope that the Secretary of State will agree to the line proposed. If he does I propose that Hong Kong should say that in response to public anxieties on the matter it has been decided that submissions other than the main submissions annexed to the report will remain in Hong Kong, and either be destroyed after ratification, or retained with the names of the writers expunged.
