Mr Chan Ying-Lun said that Hong Kong people must study the details of the annexes as well as the agreement and point out both the good and bad points in them. If the public had reservations about certain details of the annexes, it would be sensible for the Chinese and British Governments to make appropriate amendments.

Mrs Pauline Ng emphasised the need for the work of the assessment office to be open and unbiased in order to convince the people of Hong Kong and Parliament that the report represented the views of the people. The Government should take the initiative to collect the opinions of people at different levels, especially the silent majority.

Mr Yeung Po-Kwan said that the arrangements proposed deserved the support of the public and that the establishment of an independent monitoring team was an essential and positive step. Good publicity should be given to the methods and criteria to be used in collecting, testing and assessing views.

9. The motion was passed unanimously, with the official members of LEGCO voting in favour.
