PROPOSED ANNOUNCEMENT BY NEWS DEPARTMENT ON 20 AUGUST

On 18 July the Foreign and Commonwealth Secretary described in statement to the House of Commons the arrangements that would be made to test the acceptability in Hong Kong of any agreement reached
with the Chinese Government on the future of the territory. He

explained that a small, independent team would be appointed to
monitor the work of the assessment office set up for this purpose,
and to confirm in a published report whether it had carried out its duties properly, accurately, and impartially. On 7 August copies of
the terms of the reference for the monitoring team, to be appointed
by the Foreign and Commonwealth Secretary, were placed in the House
of Commons Library.
The Foreign and Commonwealth Secretary has now appointed the
following to serve as members of the monitoring team:

The Right Hon Sir Patrick Nairne GCB MC, Master of
St Catherine's College, Oxford and formerly Permanent Secretary of
the Department of Health and Social Security.
Mr Justice Simon Li, a Justice of Appeal of the Hong Kong Supreme
Court.
The monitoring team is expected to start work at about the end of September, and to complete its task during November.
