I have received the following additional comments from the Private Secretary, based on further discussion among the Secretary of State's party following receipt of our telegram No 1434 to Hong Kong:

'Mr Luce and the Secretary of State's minds are clearly moving very much in the same direction. Sir Patrick Nairne would appear to be the obvious front runner. The Secretary of State is a bit doubtful about Sir Frank Cooper and does not know Sir John Paul.'
