possible to resolve all outstanding points, but this submission sets
out where matters now stand.

I attach draft terms of reference for the assessment office,
closely based on the draft given to us in Hong Kong. The changes
which I have suggested are minor ones. In para 3 of the original
draft the Secretary of State queried a reference to "a United
Kingdom White Paper". This point is dealt with below. In the
context of the terms of reference I think it is sufficient to refer
to "a White Paper".

that the team would ensure that the assessment is properly carried out and follows faithfully the prescribed procedure. The task of
the monitoring team should be to observe and report on whether this
has been done, not to ensure that it is done. It will not have
formal power to direct the operations of the assessment office.
