Test 1 Acestatality

The timing of the test of acceptability was discussed in a desultory fashion on several occasions during the trip to Peking. The conclusion was that it would almost certainly be possible to push back the Parliamentary debate to early December in order to give a little more time for the test. We agreed however that it would be better not to speak to the Chinese about this at this stage, since they would think that we were trying it on. We all agreed that provided there is no slippage to the commitment to signature by the end of the year, the Chinese will be unlikely to make a fuss about the timing of the Parliamentary debate.
