As we discussed last night I am sending you copies of what we have so far got by way of thoughts on the appointment and terms and conditions of the overseas member of the monitoring team for the Assessment Office.

If, as you indicated, the overseas monitor is to be appointed, and the cost met, by the FCO the drafts are not all that relevant except by way of indication of what we might do had these been our responsibilities.

The period of appointment of the monitoring team will depend, I suppose, on the result of discussions between the Secretary of State and HE, but might be a bit longer than tentatively suggested in the draft.
