ABODE IN THE UNITED KINGDOM?

152. Hong Kong residents become subject to immigration control

under the Commonwealth Immigrants Act 1962. The British Nationality

Act did not affect their immigration status. There is no basis for

granting British Dependent Territory Citizens the right of abode in

this country.

ARE STEPS BEING TAKEN TO MONITOR ADMISSIONS FROM HONG KONG?

Yes, statistics are kept on the outcome of entry clearance

applications made by Hong Kong residents, and on their arrival here

and grants of settlement. These can be made available on a

quarterly basis.

VISA CONTROLS ON HONG KONG PEOPLE

154. At present Hong Kong residents travelling to the UK on

Certificates of Identity must obtain visas.

Hong Kong BDTCs require

entry certificates as laid down under the Immigration Rules. HMG

sees no reason to change its policy.

154a. Dependent Territories quota currently 200 per year: 150 for

Hong Kong. Scheme will be reviewed in light of SCORRI report on

Chinese community in Hong Kong.
