WHY DOES AGREEMENT ONLY LIST CERTAIN RIGHTS?

Agreement provides for continuation of Hong Kong's laws in this
field.
BILL OF RIGHTS?
103. Agreement provides explicitly for maintenance of rights and
freedoms previously in force in Hong Kong and protected by law. Stipulates also that provisions of relevant international covenants
will remain in force. All this to be enshrined in Basic Law and
remain unchaged for 50 years.
FAMILY SIZE?
* 104. The agreement stipulates that Hong Kong SAR shall maintain rights and freedoms provided for by laws previously in force in Hong Kong. The right to raise a family freely is specifically
mentioned.
FREEDOM OF PRESS AFTER 1997?
* 105. Agreement stipulates that Hong Kong SAR shall maintain rights
and freedoms provided for by laws previously in force in Hong Kong. The freedom of the press is specifically mentioned.
