45. The clear intention of the agreement is to provide maximum

continuity between the laws which apply in Hong Kong and those of

the SAR.

WILL CHINESE LAWS APPLY IN HONG KONG AFTER 1997?

In general Chinese laws will not apply.

TRANSLATION OF EXISTING HONG KONG LAWS INTO CHINESE?/BILINGUAL

DRAFTING OF NEW LEGISLATION?

The Hong Kong Government is urgently examining proposals for

enacting new legislation in both English and Chinese, and for

translating existing legislation. The task is by no means simple

and needs much planning, including provision of specialist training

to translators.

BY ORDERES-IN-COUNCIL

UK and Hong Kong Governments fully aware of need to have system

of self-contained legislation in Hong Kong before 1997. Preparatory work is already in hand with a view to localising those UK laws currently extended to Hong Kong by Orders-in-Council. There is much

to be done.
