CONSTITUTIONAL DEVELOPMENT

24. A number of noble Lords have referred to the important

question of constitutional development in Hong Kong up to

1997. I fully accept the legitimate concerns which have been

expressed that we should develop a solidly-based democratic administration in Hong Kong in the period up to 1997. The Hong Kong Government has published a White Paper which puts forward proposals concerning elections to the Legislative Council (LEGCO) in 1985, after taking account of public

comments on an earlier Green Paper. In the past Unofficial

LEGCO members have been appointed by the Governor.

Next year 24 will be indirectly elected. The White Paper envisages a step-by-step approach to more representative government which fully takes into account the special position and the customs

of Hong Kong. A review of further possible developments will

be held in 1987, before 1988 elections.

25. Public comment on the Green Paper was generally in

favour of its aims. There was understanding of gradual nature of its proposals. The public recognised the need to ensure that the prosperity and stability of Hong Kong are not put at risk by introducing too many constitutional changes too quickly. But the Hong Kong Government has responded to public feeling by doubling the number of LEGCO members to be

elected in 1985.
