There can be no doubt that sound financial

management must be the basis for the future development

of the Community. It is the key which will unlock

resources for policies in areas other than agriculture.

Only thus will we create the conditions in which

European industry and enterprise can flourish at home,

and compete effectively in the wider world.

18. That is why the Government wants urgent action to

demolish barriers to trade within the Community. То

enable our peoples to benefit from the dynamism of

domestic market of some 300 million people. At the

same time, we want early progress towards a common

approach to foreign policy, and steps to make the

Community's cumbersome decision-making process more

responsive to the real needs of our citizens.

Ethiopia

19. The horrifying scale of the catastrophe in

Ethiopia calls for a carefully coordinated effort by

the whole international community. The imperative to

save the lives of Ethiopia's starving millions

transcends political differences. If we do not act

now, and act together, the victims of our inaction will

rest on the conscience of the critised world. [That is

why I have urged the UN Secretary-General to appoint a

coordinator so that all our efforts will together bring

real help to those in need.]
