You wrote earlier today asking for comments on

the latest draft of the foreign affairs and defence

sections of the Prime Minister's speech in the Debate

on the Address.

We note that the draft now includes a reference

to the Prime Minister's intention to visit Peking to

sign the Agreement on Hong Kong. We are consulting

further on this, and shall let you have comments early

on Monday 5 November.

We have a number of other detailed comments:

page 1, para 3: substitute 'wide-ranging

arms control agreements' for 'reductions

in nuclear arms';

page 1, last para: substitute 'raised' for
