This submission draws together a number of issues on which it

would be helpful to have Ministerial guidance. In general I think it would be helpful if we were able to hold a meeting as proposed in paragraph 6 between the Secretary of State, the Acting Chief Whip

and officials.

2. As regards the form of the motion for debate, as I see it it

would be best to seek the specific approval of the House. As for

the form of words to be used, it might be better to substitute "intention" for "decision of principle".
