Hong Kong: Briefing

The Secretary of State mentioned to me last night that he is keen to set in hand as many channels for briefing as possible over the next few days. He has in particular the following ideas:

(i) we should ensure that the Chancellor is

armed with material to use at appropriate opportunities during his IMF discussions. in Washington over the next few days. particular I understand that there is normally a dinner for the inner group of IMF countries (the G5): useful if you could liaise with the Treasury and forearm Mr Lawson;

(ii) the Bank of England should be encouraged to

use their own channels to other central banks to stimulate favourable statements on the financial aspects. Mr Mallaby mentioned to the Secretary of State in Bonn that the German Central Bank should be an important target;

(iii) financial,

Stevens Wint shipping and aviation journalists should be given briefings at the beginning of next week in their respective fields. This will probably have to be mainly London based journalists, but worth considering whether anything can be done in eg Washington and Hong Kong.
