3. I should therefore be grateful for your agreement that

the House of Commons debate should take place in the week

beginning 3 December (ideally as late as possible in that

week), and that I should be able to make this clear at the

time of my statement to the House.

4. I am writing separately to Willie Whitelaw about the

House of Lords debate. I am copying this minute to members

of OD(K) and to Sir Robert Armstrong.
