people who had experienced changes in China still had doubts.

Britain responsible for emigration of people of Hong Kong. Britain would shoulder this responsibility. Agreement superb piece of diplomacy.

Assessment Office would educate MPs about Hong Kong people's

views but cannot change agreement. Convinced China would honour it.

Assessment Office could provide basis for discussions on drafting of

Basic Law. Office's role not just cosmetic.

Critical of lack of guarantees on confidentiality of views submitted

to AO.

No need to worry about nationality issue as Parliament would

properly handle it when amending BNA in future.
