8. Defence and Foreign Affairs recognised in the agreement as being

the concern of the Chinese Government. The question of

conscription is not mentioned in the agreement. This is not to say

that there will be conscription. The Chinese government have not

suggested that there would be.

It is clear from the text of Annex II to the Agreement that

each side will determine the composition of its own delegation.

We

shall of course ensure that Hong Kong is appropriately represented.

10. No. Attach great importance to assessment process: have

emphasised throughout that arrangements proposed for Hong Kong's

future must be acceptable to its people. Assessors' report

to collate these impartially. Parliament will attach highest

importance to them in deciding whether to endorse HMG's decision of

principle to sign agreement.
