NOTES FOR LADY YOUNG'S SPEECH IN THE FOREIGN AFFAIRS DEBATE:

HONG KONG

1.

Draft agreement initialled in Peking on 26 September represents a considerable achievement by my Rt Hon friend the Foreign and

Commonwealth Secretary, and by the British and Chinese negotiating

teams. After two years arduous negotiations succeeded in reaching

agreement on detailed package which should provide basis for renewed

confidence in Hong Kong about the future.

2. Noble Lords, House will have an early opportunity to debate

draft agreement when people of Hong Kong have had an opportunity to

· express their views.
