FOREIGN AFFAIRS DEBATE
1. I submit a draft of Lady Young's speech to open the foreign affairs and defence debate on the Loyal Address on 7 November. It takes account of her comments on the outline,
recorded in Mr Eldon's minute of 29 October.
BACKGROUND
B 2. I attach the Queen's Speech (Prorogation and Opening) and
the latest draft of the foreign affairs passage of the C Prime Minister's speech. All recipients will have received
separately a copy of the draft speech for the Secretary of State to open the Commons debate (see my separate submission of today's date).

3. Some updating will be required before delivery. together with the FCO contribution to Lord Trefgarne's winding- up speech, can be discussed at Lady Young's meeting at 1100 on
5 November.
4. I have two points of detail. First, a reference to Mrs Gandhi may be appropriate, depending on what has by then already been said in Parliament. Second, MCAD think it unlikely that full election results from Nicaragua will be available in time, and doubt the wisdom of drawing a parallel with
El Salvador.
