So far as the British Government are concerned, it is Parliament

which will make the final decisions on Hong Kong's future. We

all recognise that Parliament will need to reflect maturely on the draft of an agreement and to take into account the opinions of Hong Kong people before expressing a view in a debate. Our timetable takes

account of this. We are committed to bringing to Parliament and to

this House an agreement which we can honourably commend.
