ACCEPTABILITY

The Government has repeatedly made it clear that the views of the

Hong Kong people will be fully taken into account. Procedures for consultation are well developed. A process of continuous consultation with the people of Hong Kong has been underway since the beginning of the negociations. A wide range of channels has

evolved in Hong Kong through which people make their views known.

We particularly value our regular discussions with the Governor and

the Unofficial members of EXCO and LEGCO, who are well placed to

reflect the opinions of the Hong Kong people. In addition, ministerial visits to Hong Kong (including my own visit in February

and the visit by my right honourable and learned friend in April)

and the visits of Hong Kong delegations to London provide useful

opportunities to further the consultative process.

In due course the Hong Kong people will have a full opportunity to

of come express their views on the terms of the agreement. There are many

channels open to us. There are however very real drawbacks to a referendum.

In the particular circumstances of Hong Kong and in connection with

an issue with as many complexities as this one I do not think it is

practicable to use a referendum to assess public feeling.

2) For example, in Hong Kong there is no tradition of consultation by such means. The use of existing channels of popular consultation,

which are many could well be more practicable.
