UNREPRESENTATIVE NATURE OF UMELCO

In the special circumstnaces of Hong Kong, HMG and the Hong Kong Government have in the past considered that elections at this level would not be appropriate. The present Unofficial members of the two Councils readily concede that as appointed members they cannot be
representative in the usual sense of the word. They are
nevertheless extremely well placed to reflect the views of the Hong
Kong community: and I would like to pay tribute to the seriousness
and the sense of duty which they bring to this function.
