1. There will be two foreign affairs' debates on The Queen's Speech. In the Lords it will be a joint Foreign Affairs/Defence debate on 7 November opened by Lady Young and wound up by Lord Trefgarne. In the Commons the Secretary of State will introduce the Foreign Affairs' debate (date not fixed, but between 7 and 13 November) and Mr Luce will wind up.
2. The Secretary of State has approved the attached outline for his speech. I should be grateful if all Departments to which this minute is addressed would now prepare contributions in prose form for the speech, together with any necessary notes for supplementaries or the winding up speech (which will be revised to take account of points made in debate). Departments may find the Secretary of State's speeches to the UNGA and at Brighton useful quarries. In preparing supplementary material they should have in mind the line likely to be taken by leading Opposition members and backbenchers on each topic.
3. Lady Young will not be able to see an outline until the weekend of 27/28 October, but has indicated a wish to concentrate on those topics for which she has specific responsibility. I should be grateful if Departments could prepare contributions accordingly for her speech, in note
