Secretary of State's Opening Speech in the Hong Kong Debate

The Secretary of State has worked on the draft speech (10)you submitted with your minute of 14 May. I now attach a

revised draft. This takes account of the comments in Mr Burrows' minute of 15 May. The Secretary of State will be looking at this again later this evening and will no doubt be making further changes. But I would be grateful for any comments which you and other addressees have at this stage, if at all possible by close of play this evening.

I shall be sending the Home Secretary's office a copy separately. The present draft does not include a paragraph on nationality. The Home Secretary's office have telephoned some amendments to your paragraph 17 on this. I attach a separate sheet giving the revised version. The Secretary of State has not yet seen this, but it would fit in as the second paragraph on page 16,
