Please refer to Mr Scott's minute of 4 May. I submit a draft speech for use by Lady Young in winding up the debate, together with notes for supplementaries.
2.
The draft speech follows the general structure of the statement made by the Secretary of State in yesterday's debate in the House of Commons. One or two particularly significant passages are reproduced verbatim. It is important that the exact wording of these passages should be adhered to: they are sidelined in the text.
3. We are telegraphing the draft overnight to Hong Kong and Peking. I shall let you know tomorrow of any amendments which they propose.
