1. I am aware that some civil servants in Hong Kong have expressed concern as to the security of their pensions after 1997. Civil service pensions are a charge to the revenue of the Hong Kong
Government. They have always been met. There is no reason to believe that the Government of the territory will not continue to carry out its obligations after 1997. At a time when confidential negotiations are still under way, I cannot say any more. I can however assure the House that we have this particular concern of Hong Kong civil servants very much in mind.

HMG are looking closely at the ways in which the security of civil service pensions might be assured.
I am not in a position to
make any detailed statement on this subject.

3. I understand that the 1973 Overseas Pensions Act gives the Government the power to make administrative schemes to pay pensions to expatriate officers who had served in dependent territories which have moved to independence.
