22. We are actively considering this. There will be an opportunity for people to express their views on a package. There is already a

continuous process of consultation.

What is Britain's "Moral Obligation" to Hong Kong?

23. While we have no intention of shirking our obligations, we must

show realism in the way we define them. Put simply, our obligation

is to seek arrangements for the territory's future appropriate to

the circumstances and acceptable to its people.

Stock Market and Exchange Rate Fluctuations?

24. Of course uncertainty over the future periodically affects the market. But important not to lose sight of other factors in the international economy. Since October 1983 Hang Seng Index has risen substantially. Exchange value of the Hong Kong dollar linked to

that of the US dollar.

Hong Kong Economy?

25. In excellent shape. Export-led recovery is clearly underway.

In 1983 Hong Kong's exports increased by 26%, and imports by 23%. This year's figures even better. Growth rate of over 6% expected in current financial year.

Comment on Jardines Movement to Bermuda?

26. A commercial decision.

Note the company emphasised continued

confidence in Hong Kong. There is a good future for Hong Kong as international trading and financial centre.
