1. We spoke about Hong Kong tele 771, which asked for further details of the press line likely to be taken on a number of questions related to the debate.
2. I now attach copies of drafts of the telegrams which we plan to send in reply. You may find them helpful in your own briefing of the press. You should know however that the Secretary of State has not yet agreed that the Governor should accompany him on the visit to Peking: despatch of the telegrams is being delayed until this point is clarified.
