BUSINESS STATEMENT : 3 MAY: NEW IRELAND FORUM: HONG KONG/ FALKLAND ISLANDS : AFGHANISTAN

1. After the Business Statement on 3 May Mr Kinnock sought a full days debate on the New Ireland Forum Report. Mr Ivor Stanbrook felt that such a debate should consider as well the report by the Unionist Parties of Northern Ireland. The request for a debate was supported also by Mr Stephen Ross. Mr Biffen replied that Government time was not available in the near future but the matter could be discussed through the usual channels.

Mr Nicholas Soames asked for a debate on Hong Kong and Mr Biffen expressed the hope that this would occur in the week beginning 14 May. Mr Stuart Bell asked that the same conditions of independence for Hong Kong should be accorded to the Falkland Islands.
3. Sir Frederic Bennett sought a debate or statement on the policies the Secretary of State will advocate in view of the failure of the UN to resolve the Afghanistan problem. In his reply Mr Biffen accepted the importance of the topic and said he would ensure that the Foreign Secretary was made aware of his anxiety that a statement should be made.
