HOUSE OF LORDS DEBATE:

FOREIGN AFFAIRS

1. Lady Young will be opening and winding-up for the Government in the debate on foreign affairs in the House of Lords on 29 February. The debate which has been called by the Opposition is entitled ''To call attention to the Government's handling of foreign affairs and disarmament negotiations; and to call for papers''

In her opening speech of about 20-25 minutes, Lady Young wishes to speak about:

her recent visits to the Caribbean, the Falklands, Central and South America with reference both to the issues of substance dealt with and, where appropriate to the conditions under which British staff are living (she has mentioned in particular Lima, Kingston and Mexico City).

I would be grateful if the relevant departments could let me have draft contributions for items (a) to (d) and notes on which I can draw for item (e) by noon on Friday 17 February.
