A wide range of consultative channels has evolved in Hong Kong through which people can and do make their views known. Some of
these channels contain an elected element. The process of consultation is a continous one and the question of how it can best be pursued is kept under review.

EXTENSION OF DEMOCRACY IN HONG KONG

The continuing process of democratic development in Hong Kong is reflected in the recent announcement (15 February) of a plan to
establish a Regional Council with an elected element for areas not covered by the Urban Council and to increase the proportion of
elected members on District Boards. The Hong Kong Government intend to continue building upon this foundation. They will continue to take fully into account the aspirations of the Hong Kong people, as well as other relevant factors, with the aim of maintaining the highest possible standards of government in Hong Kong in the best interests of its people.
