But it is too soon to say exactly how Hong

Kong opinion will be consulted on any specific arrangements proposed

for its future.

EXTENSION OF DEMOCRACY IN HONG KONG

The Hong Kong Government is fully alive to the aspirations of the

Hong Kong people. The continuing process of democratic development

in Hong Kong is reflected in the recent announcement (15 February)

of a plan to establish a Regional Council with an elected element

for areas not covered by the Urban Council and to increase the

proportion of elected members on District Boards. The Hong Kong Government intend to continue building upon this foundation with the

aim of maintaining the highest possible standards of Government in

Hong Kong in the best interests of its people.
