HOUSE OF LORDS: SPEECHES FOR FOREIGN AFFAIRS DEBATE: 19 FEBRUARY: HONG KONG
1. Paragraph 1 (b) of your minute of 22 February to PS/Lady Young refers.
2. I explained over the telephone this morning that:
(a) the square brackets can now be removed from the
passage at the foot of page 7 of the draft winding-up speech;
dates of the
(b) the next round of the Hong Kong talks, on 16/17
March, can now be inserted.

I should be grateful if you could amend the final sentence on page 8 of the draft speech to read as follows:
"But as your Lordships know, in due course it will be for Parliament to decide on the arrangements negotiated with the Chinese Government, taking into account the views of
the people of Hong Kong".
The reference to the Government 'allowing' Parliament to give its views would not be appropriate in the Hong Kong context. I am sorry that we did not spot this earlier.
