1. The Secretary of State will be opening the debate on foreign affairs which will be held on 22 March. Planning Staff are coordinating separately the preparation of the opening speech and a winding-up speech for Mr Luce.

2.

Defensive briefing will also be required and departments are asked to supply this in the following form:

(a) Very selective notes for supplementaries for use by the Secretary of State and Mr Luce

(I suggest that these should cover no more than the 6 or 7 points most likely to be raised.)

(b)

Full notes for supplementaries for use in the box in preparing the winding-up speech. (NB: In view of the likely interest in their areas,

ECD(E) and (I), Defence Dept, Soviet Dept and HKD need only supply full defensive material without the shortened version)

The subjects on which defensive briefing will be required are the same as for the recent debate in the House of Lords, with the single addition of Libya:
