37. Before I finish on the Middle East, I want to re-emphasise that the

Government finds recent Libyan terrorist incidents in this country totally

unacceptable. We have told the Libyan authorities so in unequivocal terms.

We have thrown out five Libyans suspected of involvement. Four more are the

subject of criminal charges.

Transatlantic Relations and European Defence

38. The key to better East/West relations lies in a strong and confident

transatlantic relationship. Differences arise from time to time between

ourselves and the Americans, just as they arise between ourselves and other

allies. The Western alliance does not demand uniformity. But it does

require that each should play his part in finding solutions to problems

which can be solved and in managing those that cannot. There are Hon

members and Rt Hon members on the benches opposite who know this very well,

but who seem to have lost a sense of shared responsibility in the matter.

I get the impression sometimes that they think the worst of every proposal

by the Alliance and the best of every one by the Soviet Union. The Labour
