3. But before I turn to these areas, a word about Southern Africa and

Cyprus which have both seen significant developments since November.

are now clear signs that things are moving in the right direction in

Southern Africa. The new agreement between South Africa and Mozambique is

something we should all welcome. It represents the sort of practical

cooperation we have been urging on all sides in the region.

And on the

other side of the sub-continent the omens for a peaceful settlement in

Namibia are now better than before.

4. On Cyprus the Government deplored the purported declaration of

independence by the Turkish Cypriots. We moved swiftly afterwards taking

the initiative in the UN Security Council. The Resolution which resulted

from our action gave the UN Secretary General a mandate to pursue a mission

of good offices. His efforts still offer the best hope for an amicable

settlement.
