Summary Translation
An open letter on the result of the opinion poll on the future of Hong Kong
Attached is the result of the opinion poll conducted in Yau Ma Tei and Tsim Sha Tsui District. Altogether over 1800 copies of the questionaire were collected.
A majority of the respondents accepted the proposal of Hong Kong under self-administration and 73% favoured democratic election for the future policy-making bodies. As the people of Hong Kong have been under colonial education for quite some time, political sense among them is not high enough. is therefore envisaged that graduates from both universities in Hong Kong will play a major role.

Concern was also shown to the measures that should be adopted during the transition period. Democratisation, improvement of livelihood and the grooming of future leaders are the major points of concern. It is therefore the duty of the Hong Kong Government and its people to ensure that the existing administrative efficiency and development could continue. We also hope that the following measures could be introduced gradually into the administrative system in Hong Kong.

To set up a 2-party elected Legislative Council with one seat for every 75,000 residents. The leader of the ruling party will become the chief executive of the Council.
A convenor should be elected among the Legislative Councillors. He should be a non-party member.
Once a chief executive has been chosen from the ruling party, the existing post of Governor would become an honorary one until 1997. After 1997, a purely honorary head of government would be elected among the Councillors whose appointment would have to be endorsed by the Peking authorities to show China's soveriegnty over Hong Kong.
If Hong Kong could be given a high degree of democratic autonomy, it will be to the interests of all parties concerned.
