value lies in her prosperity; there should be no retrogression. Hongkong people should not contemplate emigration, but should save themselves by concerted efforts.
It is hoped that local people will show more concern for politics and that the Hongkong Government will strive to maintain the territory's prosperity and stability.
We would like This is a most pressing task. to see the following reforms in Hong Kong's administrative system during the transition between now and 1990 (sic):
1) The opening up of the Legislative Council to elections:
There should
be one seat for every 75,000 people, but some appointed members should be suitably retained. The Legco can be divided into the ruling party and opposition party. The head of the ruling party becomes the chief administrator. The name of Legislative Council can be changed to Legislative Assembly to show the establishment of a representative system.
2) Members of the legislative assembly can elect among themselves,
someone to head the assembly. This person should not belong to any party.
3) As soon as the head of the ruling party becomes the chief administrator,
the Governor's role becomes an honorary one. Britain will continue to appoint the governor until 1997. After 1997, members of the legis- lative assembly will elect among themselves, someone to represent Hong Kong as head of the administrative region. The position is highly honorary but does not entail any administrative responsibility. He will be appointed by Peking after being elected, so as to show China's sovereign right over Hong Kong. He will not belong to any party.
It will benefit all parties if Hong Kong can enjoy a high degree of democracy and autonomy. Hongkong people should do well to face reality in a calm and positive manner.
