24. The civil service system will remain basically
unchanged after 1997. All serving officers'
will be re-employed by the future HK government until they reach normal retirement.
D. Concerning the Hongkong Government
A. Politically
25. To facilitate a smooth transition and to mini-
mize the adverse effects, the HK Government should publish the full plan of its adminis- trative reform as soon as possible. This plan should be drawn up after fully consulting the public and should be implemented gradually at the earliest possible date.
26. There should be a gradual shift of administrative
power downward under the present mode of govern- ment before 1997 and the process of democrati- zation should be speeded up (including the gradual shift to an elected Legco and Exco).
27. A local person can be appointed as governor
before 1997.
28. Democratization should also manifest itself in
the improvement of relations between the management and employees in the civil service. A better consultative system should be set up between the EK Government and its 170,000 em- ployees.

29. Civil service pensions should be paid out before D
1997. Those who would like to continue their service can renew their contracts with the post- 1997 government.
B. Economically
30. Actively seek the views of foreign trading
partners on the changes in Hong Kong and strive hard to encourage investment.
31. Reinforce labour legislationand expedite the
recognition of international labour treaties in order to stabilize the local work-force and increase productivity.
32. The question of land and property ownership
should be clarified as soon as possible to enable residents and investors to make their decisions.
